Panhandling and “urban camping” on public land are now crimes in Gwinnett County, Ga. The county commission passed the urban camping prohibition in response to concerns that urban growth may reduce the amount of private property on which homeless people are already setting up makeshift campsites, driving them into the county’s parks, according to the Atlanta Journal-Constitution. The panhandling law sets strict limits on when and where homeless people can ask for money, and violators face fines of up to $500 and/or 10 days in jail. Violators of the urban camping ban can be fined $1,000 and incarcerated for 60 days.
