An analysis by the Homeland Security Department has found that most cities and states are not prepared for catastrophes. According to CNN.com, the review of the nation’s 75 largest cities found that 131 state and city emergency plans were inadequate. The problems ranged from a failure to establish a clear chain of command to poor evacuation plans for some cities. The 18 states in the country’s “Hurricane Belt” along the Gulf and Atlantic coastlines were better prepared than others, according to the analysis.
