The University of Pennsylvania is planning a massive $1.94 billion development project on the shores of the Schuylkill River that is intended to unite Center City and West Philadelphia. The university would provide 90 percent of the funds for the 20-year-long project, which would include condos, office towers, and the city would pay $194 million for infrastructure including water and sewer lines and possibly a pedestrian bridge over the river, according to the Philadelphia Inquirer/Daily News.
