Pierce County, Wash., and Sacramento County, Calif., have received Acts of Caring Awards from the Washington-based National Association of Counties for their criminal justice/emergency management programs. Pierce County teaches residents to plan for disasters while Sacramento County enlists volunteers to help juvenile offenders.
