In December, the Federal Communications Commission adopted new rules that limit local governments’ authority to regulate cable franchises. Local government organizations, such as the U.S. Conference of Mayors, are protesting the move, saying it will have a negative effect on local budgets and lead to some residents being excluded from cable service.
