New York Mayor Michael Bloomberg is pressing state lawmakers to make mayoral control over that city’s schools permanent. Los Angeles Mayor Antonio Villaraigosa and a board of local mayors will gain similar control over the Los Angeles United School District in January, and other cities are considering similar plans. Is mayoral takeover an effective way to repair ineffective school systems, and, if so, why?
