Texas Gov. Rick Perry is promising to send $10 million to Houston to form a “joint operations intelligence center” that will fight crime in metropolitan counties. Officials say crime in the city has risen because of an influx of immigrants and Hurricane Katrina evacuees along with a shortage of police officers, according to The Dallas Morning News. Several gubernatorial candidates also have made campaign promises to help curb the city’s rising crime rate.
