If Kokomo and Howard County, Ind., want a piece of U.S. Highway 31, they’re going to have to pay for it, according to the Kokomo Tribune. The two local governments are negotiating with the Indiana Department of Transportation to take over a 10-mile stretch of the highway in 2015 when the U.S. 31 bypass is finished. Officials estimate that maintaining and rebuilding the highway will cost about $200 million over the next 20 years.
