Husband and wife Judy Chu and Mike Eng rose to political power in Monterey Park, Calif., in the 1980s, fighting for Chinese residents’ right to put up signs in their native language. Now Chu, currently a state assemblywoman for the 49th district, is running for the Board of Equalization, and Eng, a councilman in Monterey Park, is running for her old seat.
