The New York City Council is considering a bill that will prevent lobbyists from buying even a cup of coffee for elected officials. Still, critics say the bill contains a loophole that will allow special interest groups to provide campaign funds to officials and to receive a match from public funds, according to The New York Times. The loophole is a practice called “bundling” in which the lobbyists act as intermediaries for the candidates, gathering donations from other people and then turning them over with the match of up to $250 for each donor who lives in the city. http://www.nytimes.com/2006/05/24/nyregion/24lobby.html
