Hampton Roads, Va., Sanitation District has contracted with San Francisco-based SPL to provide billing software to manage public and private water purveyors and customer billing information systems.
Wichita Falls, Texas, has contracted with Schaumburg, Ill.-based USFilter to provide five 2-m belt presses and two polymer feed systems, to be installed at its Jasper and Cypress Water Treatment Plants. In addition, Ardmore, Okla., has contracted with the firm to provide an upgrade for its wastewater treatment facility that will improve water quality in the Sand and Caddo creeks.
Chicago has contracted with Chicago-based JJR to conduct a 10-month study of the Chicago Park District Municipal Harbor System project, to assess nine separate harbors within the Chicago Park District, and follow with the planning and design of a series of improvements.
Redwood City, Calif., has contracted with Oakland, Calif.-based Ninyo & Moore to provide environmental services for the city port. The firm will assess existing conditions of the storm water drainage system for the common areas of the port and develop a set of best management practices for system operation and maintenance.

San Diego has contracted with Aurora, Colo.-based Merrick & Company to provide services for a 2005 photogrammetric mapping project.
Madison County, Colo., has contracted with Westminster, Colo.-based Hitachi Software to improve the accuracy of its tax data by conducting building change detection on the county’s aerial imagery.
Granbury, Texas, has contracted with Manhattan, Kan.-based CivicPlus to host its Web site and to provide a site content management system.
Madison, Wis., has contracted with Fairfax, Va.-based Gershman, Brickner & Bratton to provide software that will help develop routes for the city’s new automated collection trucks and increase collection efficiency.
Corpus Christi, Texas, has contracted with Bethlehem, Pa.-based Padcom and Plano, Texas-based RedMoon to provide a public wireless data network that will allow the city to use high-bandwidth applications such as streaming video and automatic vehicle location in police and fire vehicles.
Hollywood, Fla., has contracted with Dublin, Calif.-based Accela to provide software to automate work orders.

Kansas City, Mo.-based Burns & McDonnell and the South Florida Management District have received the Grand Conceptor Award from the Washington-based American Council of Engineering Companies for the design and implementation of a stormwater treatment area for the Everglades restoration project.
Kansas City, Mo.-based Black & Veatch has received the 2005 Excellence In Environmental Engineering Grand Prize in Research from the Annapolis, Md.-based American Academy of Environmental Engineers for identifying the sequential application of ozone followed by ultraviolet light as a cost-effective disinfection strategy to simultaneously inactivate waterborne pathogens and minimize disinfection byproducts.
PennDOT District Manager William Monstrola has received an Annual Award of Excellence from the Annapolis, Md.-based Asphalt Recycling & Reclaiming Association for full depth reclamation.

The Los Altos Hills County, Calif., Fire District has contracted with Pleasanton, Calif.-based Pakpour Consulting Group to conduct hydraulic modeling for the district’s $300,000 Chaparral Water Main Extension Project and identify locations for new fire hydrants.
Muskingum County, Ohio, has contracted with Columbus, Ohio-based DDTI to provide an emergency dispatch mapping system for the county’s communication center and public safety 9-1-1 dispatchers to aid in call response capabilities.
New Jersey has contracted with Los Angeles-based E Team to provide crisis management software to connect the state Police Office of Emergency Management with all 21 counties and state agencies, including the Department of Health and Senior Services, Department of Military and Veterans’ Affairs, Department of Environmental Protection, Department of Transportation, the Port Authority of New York and New Jersey, and the New Jersey National Guard.
The Los Angeles Police Department has contracted with Valencia, Calif.-based Delta Scientific to provide MP5000 High Security Mobile Barricade Systems to protect its historic downtown Parker Center headquarters during times of heightened homeland security threats.

Alberta, Canada-based Stantec, a planning, engineering and project management consulting firm, has acquired Irvine, Calif.-based The Keith Companies, a design firm. The merger will increase Stantec’s presence in the United States by adding 10 locations throughout southern California and approximately 850 employees.

The New York Metropolitan Transportation Authority has contracted with Long Beach, Calif.-based Earth Tech to provide on-call construction management consulting services for the Long Island Rail Road for five years.
San Bernardino County, Calif., has contracted with Atlanta-based Cingular to upgrade 1,600 roadside emergency call boxes from wireless analog to Global System for Mobile Communications wireless phone service.
Stockton, Calif., has contracted with New York-based Parsons Brinckerhoff to provide construction management services for improvements to State Route 99.
The North Carolina Turnpike Authority has contracted with Kansas City, Mo.-based HNTB to provide general engineering consulting services for two years. The company will help the agency plan, design, construct and operate up to three toll roads.
Miami-Dade, Fla., Transit has contracted with Kansas City, Mo.-based HNTB as the prime consultant for the $2.5 billion East-West Corridor rail project. The project will connect areas of western Miami-Dade County with the Miami International Airport, downtown Miami and the Port of Miami.

Tucson, Ariz., has contracted with London, England-based AMEC, a project and management services firm to administer its brownfield program, which seeks to return contaminated and abandoned or under-utilized industrial sites in and around the downtown business area to productive use. The area includes a warehouse district, rail yard, vacant and abandoned inner-city structures and closed landfills.
Savannah, Ga., has contracted with San Francisco-based EDAW, an environmental planning and design firm, to develop Ellis Square, one of the city’s 24 downtown historic public squares. Redevelopment plans include replacing the above-ground parking garage with underground parking, which will likely be a public-private partnership tied into the development of surrounding parcels.
Northfield, Mass., has contracted with North Springfield, Vt.-based Dufresne-Henry, an engineering firm, to redesign its Main Street corridor. The new design will focus on maintaining the town’s historic character and improving downtown area pedestrian safety.
Orlando, Fla., has contracted with Alpharetta, Ga.-based MACTEC Engineering and Consulting to provide surveying and civil design services for three projects including 55 West on the Esaplande, Dinky Line Trail and Shingle Creek Trail.
