A federal program, known as H2B, which allows immigrants to fill temporary non-agricultural jobs, such as jobs found in the tourism or fishing industries, is no longer big enough to satisfy employer demand. According to the Baltimore Sun, to avoid many seasonal businesses from closing their doors because of the labor shortage, a stopgap bill is being introduced in Congress that would allow foreign workers formerly employed in the U.S. under the H2B program to return this year and next while Congress comes up with a permanent fix.
