Baltimore County, Md., launched a pilot program Tuesday to address drug and alcohol addiction among juvenile offenders who are regular substance abusers. The program will include law enforcement (drug testing, judicial interaction and ongoing case management) and drug treatment (education, medical and mental health care, and counseling). “We simply have to do everything in our power to stem the tide of substance abuse among so many of our young people,” said James Smith, county executive.
