TECHNOLOGY

Peoria County, Ill., has contracted with Dallas-based Tyler Technologies to provide its Odyssey court and jail management system to integrate the county's civil and criminal courts, jail and judicial administrative offices onto a single system. The contract includes software licensing fees, professional services and a multi-year maintenance agreement. (5/14/2012)

Lucas County, Ohio, has contracted with Dallas-based Tyler Technologies to provide its iasWorld property assessment and taxation software. The software provides assessment administration, computer-assisted mass appraisal, personal property management, tax billing and collections, and delinquent tax processing. Lucas County also will use software modules for in-field appraisal and managing taxpayer communications. (4/30/2012)

The Superior Court of California, County of Riverside has contracted with American Fork, Utah-based BidSync to use its online e-Procurement system. The court will now have all bids and RFPs posted at www.BidSync.com. The court also is using the company's RFP Evaluation tool, which allows for a secure, online environment for scoring vendor responses to RFPs. The contract includes a "piggyback" clause that specifies that the service is available for use by other California courts and/or government agencies. (4/2/2012)

Nine cities and counties have been selected to receive new local government websites at no cost to their communities from Manhattan, Kan.-based CivicPlus' 2011 Extreme Website Makeover Contest. Shelby County, Ala.; Richfield, Wis.; Council Bluffs, Iowa; Durango, Colo.; Lima, Ohio and Banff, Alberta. Each winner will receive a CivicPlus Premium Website Package featuring interactive modules, such as Citizen Request Tracker and Community Voice, secure hosting and 24/7 customer support. Among the 2011 Extreme Website Makeover winners pending final contract completion are Norfolk, Va.; Smithtown, N.Y.; and Colton, Calif. (2/27/2012)

Philadelphia has retained the International City/County Management Association and its partners Chicago-based Stern Consulting and Newtown Square, Pa.-based PPT Consulting to provide consulting services for the selection and implementation of a new constituent relationship management (CRM) application. Philly311 will invest in a new CRM application to provide improved customer service and improve access to service request data. (2/27/2012)


PUBLIC SAFETY

The Los Angeles Police Department's (LAPD) Investigation Support Unit (ISU), which investigates officer-involved shootings, has purchased a TS15i Imaging Station from Norcross, Ga.-based Leica Geosystems to document the use of deadly force by police officers. Using the TS15i, investigators can take pictures of crime scenes with key measurements, and markup the images with sketches and annotations in the field. (5/21/2012)

The Illinois Department of Corrections has contracted with Bellevue, Wash.-based Icom America to provide 1,734 portable radios and 50 base stations throughout 2012 to comply with the FCC's Jan. 1, 2013, narrowbanding mandate. (5/21/2012)

Georgetown, Texas, has contracted with Winter Park, Fla.-based Architects Design Group, in association with KAHickman Architects and Interior Designers, to design a new 70,000-square-foot Public Safety Operations and Training Facility. In addition to administration offices and training classrooms, the new facility will include a Communications/Emergency Operations Center, Evidence Processing and Storage, Criminal Investigation Interview and Processing, Crime Lab, Outdoor Firing Range and Obstacle Training Course. Construction is scheduled for completion by April 2014. (4/16/2012)

Greenbelt, Md., and Denton, Md., have contracted with Hanover, Md.-based Brekford Corp. to install safety speed cameras on city streets. The system automatically measures vehicles' speed and produces photos of the violators. (4/2/2012)

The Loveland-Symmes Fire Department in southwest Ohio has contracted with Golden, Colo.-based Locution Systems to implement the push-to-talk radio version of the CADVoice automated dispatching and fire station alerting system. (3/26/2012)

The Jacksonville (Fla.) Port Authority has contracted with San Mateo, Calif.-based AtHoc to provide AtHoc IWSAlerts enterprise edition to meet its emergency communications/notification requirements. The network and telephony alerting capabilities will integrate with social networks, giant voice/outdoor public address systems, and digital signage to speed emergency notifications across the port. Rogers, Ark., and Bayside, Wis., have contracted with Golden, Colo.-based Locution Systems to provide its CADVoice fire station alerting and automated dispatching system. (3/5/2012)

The Philadelphia Fire Department has deployed communication headsets and systems from Portland, Ore.-based Firecom in its current fleet and is standardizing on them for future apparatus. The Firecom-equipped fleet currently contains five aerials, 56 engines, 28 tillers, two mobile command vehicles, two squad trucks, 37 two-person vehicles, 58 medics and three rescue vehicles. Franklin and Patrick counties, Va., are deploying next-generation 911 (NG911) networks with technology from Longmont, Colo.-based Intrado. The IP-based NG911 technology upgrades are being funded by the Virginia Wireless E-911 Services Board's public safety answering point grant program, administered by the Virginia Information Technologies Agency. TRANSPORTATION

The Port of Long Beach, Calif., has contracted with New York-based Parsons Brinckerhoff to provide program management and construction management services for the $950 million replacement of the Gerald Desmond Bridge. Groundbreaking for the new cable-stayed bridge is expected in early 2013, approximately 48 years after ground was broken for the original through-arch bridge. The existing bridge, which connects the Port of Long Beach and the city's downtown business district, was not designed to manage the traffic load that is carries today. The new bridge will be wider, with emergency lanes, and have a higher clearance for cargo ships. (5/14/2012)

Ann Arbor, Mich., has contracted with New York-based Parsons Brinckerhoff for project management and construction engineering services for the East Stadium Boulevard bridges replacement project. The project includes removal and replacement of the existing bridges, staircase construction, pedestrian tunnel extensions, installation of retaining walls and new street lighting, replacement of storm sewer and water main, and enhancements of Rose-White Park. The project is scheduled for completion in May 2013. (4/16/2012)

Valley Metro has contracted with a joint venture of New York-based Parsons Brinckerhoff and San Francisco-based PGH Wong Engineering to provide program management/construction management services to support the planned expansion of the metro Phoenix high-capacity transit system. The expansion will extend light rail service from the north and west limits of Phoenix through downtown Mesa. Plans include a modern streetcar operation in the downtown Tempe area. (3/26/2012)

The Metropolitan Atlanta Rapid Transit Authority (MARTA) has contracted with Woodinville, Wash.-based Apollo Video Technology to provide the RoadRunner on-board video surveillance system and Vehicle Information Management Software for its fleet of approximately 1,000 transit buses, trains and mobility vans. The surveillance system is designed to enhance safety and security for MARTA riders and employees by deterring criminal activity and serving as an investigative tool for the system's police force. The U.S. Department of Transportation has selected New York-based Parsons Brinckerhoff to design and supervise deployment of technology infrastructure for a pilot program to study the potential of operating connected vehicles on the streets and highways of Ann Arbor, Mich. The $15 million Connected Vehicle Safety Pilot Model Deployment project is being undertaken by the University of Michigan Transportation Research Institute and its partners on behalf of the U.S. DOT. The North East Texas Regional Mobility Authority has contracted with Rockville, Md.-based Telvent to integrate an electronic toll collection system in northeast Texas. (3/12/2012)


WATER

North Richland Hills, Texas, has retained Weaton, Ill.-based RJN Group to design rehabilitation and capacity improvements to a portion of the city's wastewater collection system. Approximately 8,200 linear feet of sanitary sewer is being rehabilitated to prevent excessive Inflow/Infiltration from entering the system. (5/21/2012)

Denver Water has contracted with Fairfax, Va.-based Dewberry to provide a pipeline sizing and alignment alternatives study for Conduit Numbers 16 and 22 and Moffat Solids Pipeline. The study will evaluate the condition of the conduits, provide hydraulic analysis, propose alternatives for rehabilitation and/or replacement, and provide preferred alignment and sizing options for each pipeline, including budgetary cost estimates that can be used for capital project planning. Colorado Springs, Colo., Utilities has contracted with Fairfax, Va.-based Dewberry to design the Highline Transmission Pipeline, an estimated $14-million, 42-inch to 24-inch diameter finished water pipeline. The pipeline will deliver finished, treated water to five connection points in the existing distribution system and will connect to a future water treatment plant main. The Tampa, Fla., Water Department has contracted with Echologics, a division of Atlanta-based Mueller Co., to provide Transmission Main Leak Detection for approximately 7.5 miles of pipe in its water system that is comprised primarily of cast iron. (4/30/2012)

Traverse City, Mich., has renewed its contract with Denver-based CH2M HILL to operate and maintain its Regional Wastewater Treatment Plant for five additional years starting July 1. The partnership between the city and the firm began in 1990. (4/23/2012)

Atlanta's Department of Watershed Management has contracted with San Diego-based Networkfleet to implement its GPS fleet tracking system on 529 fleet vehicles. (4/23/2012)

The Santa Clara Valley (Calif.) Water District has selected Overland Park, Kan.-based Black & Veatch to lead an urgent seismic retrofit program for Anderson Dam. The $150 million program will enable the water district to again use the dam for maximum water supply storage when completed in 2018. (4/9/2012)

The Boston Water and Sewer Commission has contracted with Bedford, N.H.-based Flow Assessment Services to provide flow-monitoring services to help the commission better understand stormwater and flood events. The project will involved the use of FlowWorks tools to investigate the dynamics of rainfall, trunk flow and level, and pressure fluctuations. (4/9/2012)

The Las Vegas Valley Water District has contracted with Echologics, a subsidiary of Atlanta-based Mueller Water Products to provide leak detection and condition assessment services for one year with the option to renew the agreement for up to five years. (4/2/2012)

The Western Virginia Water Authority in Roanoke, Va., has contracted with Minneapolis-based Honeywell to upgrade water meters across the customer base and enhance energy efficiency at its facilities. Backed by a guaranteed system-wide water infrastructure improvement program, the $32-million project aims to increase meter accuracy, improve leak detection and reduce carbon dioxide emissions. West Palm Beach, Fla., has contracted with Miami-based Poole & Kent of Florida to build a new electrical generator plant at its water treatment plant. (3/19/2012)


OTHER

Austin, Texas, has purchased four Autocar E3 refuse vehicles that feature Parker Hannifin's RunWise Advanced Series Hybrid Drive System. The four hybrid trash trucks are expected to save the city money on maintenance costs and reduce carbon emissions by up to 55 tons each annually. (4/30/2012)

Madera County, Calif., has contracted with Fairfax, Va.-based Gershman, Brickner & Bratton, Inc. to perform a third-party review of the county's solid waste system, recommend improvements, and assist with a procurement process, including developing RFP documents, evaluating proposals, and assisting with negotiations. The Charlotte County, Fla., Public Works' Solid Waste Division has entered into a lease agreement with Houston-based Synagro Technologies to develop a regional biosolids and green waste Bio-Recycling Center at the county's Zemel Road landfill near Punta Gorda, Fla. Under a 20-year agreement, Synagro will design, finance, build and operate a covered windrow composting facility that will recycle approximately 50,000 tons of biosolids per year. (4/9/2012)

Diamond Bar, Calif., has contracted with Atlanta-based Heery International to provide construction management services for the renovation of a building that will house both the City Hall and the Diamond Bar branch of the County of Los Angeles Public Library. The $5.5 million project is targeted to achieve Leadership in Energy and Environmental Design Silver certification from the U.S. Green Building Council (2/27/2012).


Awards

The Newhall County, Calif., Water District has received an Award of Recognition from the Los Angeles and Orange County chapters of the U.S. Green Building Council for its LEED Gold-certified office building. The 14,500-square-foot building, which opened in November 2010, features solar panels on the roof and solar tubes in the ceiling to carry natural sunlight to offices, as well as drought-tolerant landscaping, a pervious parking lot and computer-controlled air conditioning. Denver-based CH2M HILL has received the Global Water Award for Water Company of the Year from the International Desalination Association and Global Water Intelligence. The award is presented annually to the water company that made the most significant contributions to the development and advancement of the global water sector over the past year. (5/7/2012)

Walnut Creek, Calif.-based Brown and Caldwell has received the 2012 Grand Prize for Planning and the 2012 Grand Prize for Design from the American Academy of Environmental Engineers. The planning award recognizes the firm's work on the $460 million DC Water Biosolids Management Program, which will cut digester needs by more than half, produce Class A biosolids, and generate 13 megawatts of renewable power. The design award recognizes the firm's work on the Lake Oswego, Ore., Interceptor Sewer, which replaced a sewer line that spans nearly 2 miles in the lake with the world's first buoyant gravity sewer. The Ankeny, Iowa, Department of Public Works and the Overland Park, Kan., Public Works Department have been selected to receive the American Public Works Association's (APWA) 2012 Excellence in Snow and Ice Control Award. The award promotes excellence in the management and administration of public works snow and ice operations, and promotes the best practices in snow and ice removal, while minimizing environmental impacts. The awards will be presented at the 2012 APWA North American Snow Conference, April 29 - May 2, 2012, in Milwaukee. (3/12/2012)
