New Orleans Mayor Ray Nagin said he drew from the lessons of Hurricane Katrina in developing his storm evacuation plan for the city. As part of the new plan, city officials would order a mandatory evacuation upon the approach of a Category 2 hurricane, according to The Times-Picayune.
