Excepting SAN FRANCISCO--located in California, a "sunbelt" state-- literally all other Sunbelt state cities with heavy or light rail transit did not fare well nor made it into the top cities for public transportation. These include 12 systems located in Sunbelt cities at (from west to east) PHOENIX, TUCSON, DALLAS, HOUSTON, NEW ORLEANS, LITTLE ROCK, MEMPHIS, MIAMI, TAMPA, ATLANTA, CHARLOTTE and NORFOLK. These cities are notorious for their dependency on one driver, no-passenger occupied vehicles for daily transport, and a reluctance by voters in non-central city, suburban and outer-rung areas to support transit funding and expansion
