To help utilities avoid legal proceedings, the American Water Works Association has published “Water Rates, Fees, and The Legal Environment,” a 175-page handbook that outlines how utilities can establish defensible rates and cost of service, and meet contractual obligations. The guide reviews pertinent water rate case law, legal concepts about setting water rates, successful litigation strategies and alternative dispute resolution.
