California's cities and counties now must include an inventory of sites for emergency homeless shelters, supportive housing, transitional housing and residential rental developments in their general land use plans.

The Fair Share Zoning bill, signed into law on Oct. 13 by Gov. Arnold Schwarzenegger, is intended to complement the 10 Year Chronic Homeless Action Plan, which is being developed by the governor's office. The bill's sponsor, state Sen. Gilbert Cedillo, says it will not impose unreasonable responsibilities on local governments.

N.C. keeps its quality jobs

North Carolina is paying some companies to continue employing its residents. A new law passed in September allows industries that provide quality jobs to qualify for capital improvement grants from the state.

Qualifying companies must have invested or plan to invest at least $200 million in their property in the state and employ at least 2,000 full-time workers. “The bill ensures employees' job security, wages, benefits and advanced training as part of the incentives,” Gov. Mike Easley says.
