Since 1998, American City &County has been presenting Crown Communities Awards to cities and counties that exemplify the best that local governments have to offer. The seven 2003 Crown Communities Award winners -- from Escondido, Calif., which solved its water supply woes with recycled wastewater, to Lexington-Fayette Urban County Government, Ky., which gave new traffic navigation tools to residents -- demonstrate exceptional creativity, tenacity and efficiency in delivering services to residents and in improving operations.
