The American Public Works Association, Kansas City, Mo., has named its 1999 outstanding public works leaders and projects across the nation. The awards will be presented at the International Public Works Congress and Exposition to be held in Denver, Sept. 19-22.

The Top 12 Public Works Projects of the year spanned five categories: * Environment Award recipients are the Punta Gorda, Fla., Nature Park; the Charleston Slough project in Mountain View, Calif.; and the Alvarado Reservoirs and Garden in San Diego. * Transportation The Broadway Pedestrian/Bicycle Underpass in Boulder, Colo.; Bonita Beach Road in Lee County, Fla.; and the Hawaii Route H-3 highway. * Structures The Grove Road project in Richardson, Texas; the Tempe water main project in Tempe, Ariz.; and the Bakersfield Centennial Garden Arena in Bakersfield, Calif. * Historical restoration/preservation The Greenlee County Courthouse, Ariz.; and Grand Central Terminal in New York. * Disaster/emergency repair construction A California DOT project on California Highway 1. *** The Top Ten Public Works Leaders for 1999 are Clark Bellinger, commissioner of public works for Nepean, Ontario, Canada; Frank Belock, engineering and capital projects director for San Diego; Tom Buick, chief public works officer and transportation director for Maricopa County, Ariz.; Thomas DeMaio, commissioner of public works for Brookline, Mass.; Irene Itamura, District 3 director for the California DOT; Lowell Patterson, public works director for Columbia, Mo.; Thomas Vukonich, public works director for Southfield, Mich.; Thomas Warne, executive director for the Utah DOT; George Williams, director of public works for Lawrence, Kan.; and George Wolf, public works director and assistant city manager for Kansas City, Mo.
