Pennsylvania's new Right to Know Law assumes that most public records are available for public access, according to Gov. Edward Rendell. Previously, residents who asked for records had to prove the records were public. There are still 30 exemptions to the new law, such as when the release of a document would compromise the safety of a person or building.
