Changes to the federal Fair Labor Standards Act (FLSA) will expand the pool of workers eligible for overtime pay. That pool includes workers in government. The U.S. Dept. of Labor, in fact, has an information sheet covering workers, the FLSA and overtime pay.
Governments are key employers in the U.S. economy. Preliminary data (through June) from the U.S. Bureau of Labor Statistics (BLS) shows that 15.3 percent of total nonfarm payrolls (144.1 million workers) are government workers (22.1 million workers). Local governments employed 14.2 million, according the U.S. BLS data.
State and local governments have been rapidly upgrading to cloud-based time and attendance systems for the same reasons as private sector companies, says Lance Whipple, vice president of sales and marketing at Lathem Time. The firm designs and manufactures time clock software, systems and related products.
These reasons, says Whipple, include easy access to data and reasonable costs. “Anytime, anywhere access on computers, smart phones or other mobile devices, combined with little or no upfront IT investment,” says Whipple, are reasons why governments are shifting to the cloud.
The expansion of the overtime rules to cover millions more public- and private-sector employees will continue to accelerate the demand of cloud-based time and attendance systems, like Lathem's PayClock Online, adds Whipple.
The increased salary threshold will make the overtime provisions applicable to a greater number of white-collar employees that have typically been exempt, Whipple tells GPN. “The PayClock Online product helps overcome the stigma of ‘punching a clock’ for these employees, by allowing them to log their start and stop times on their work computer, or their existing Apple or Android smart phone."
PayClock Online is a cloud-based solution that enables businesses to manage employee time and attendance anytime, anywhere with an Internet connection. The web-based employee timekeeping system allows managers to quickly process payroll on their own time, when it is most convenient for them.
The system makes it easy to set up office-based or remote employees to clock in and out from their computers, mobile devices, and even Lathem time clocks. The system enables workers to view their own time records and paid-time-off information on the web without supervisor assistance. The Lathem online product easily integrates with popular payroll software systems like QuickBooks, Paychex, ADP and others.
