Work on expanding U.S. Highway 51 north of Madison, Wis., was supposed to begin in 2010, but that has now been delayed to 2025. One reason is that the project was initially categorized as minor, putting it last in line for funding at a time of rising costs for highway construction and land acquisition, according to The Capital Times. State officials say the categorization wasn’t a mistake, but the project has simply grown beyond previous expectations.
