Wheeling, W.Va. is trying a three-year program in which it will eliminate or reduce Business and Occupation taxes for downtown businesses in an effort to stimulate growth and redevelopment. The program eliminates the tax for new businesses and cuts it in half for existing businesses, according to The Intelligencer. Plan opponents on the council say the tax relief should go to all businesses in the city.
