Panasonic — Jan Ruderman, senior director for the government sector for the Secaucus, N.J.-based electronics manufacturer, has been named vice president for government sales. Sheila O'Neil, senior director for channel sales, has been named vice president for the division.

Haley Limited — Ralph Aubry, has joined the Arlington, Va.-based software company as vice president for professional services in the Americas. Previously, he was senior director for IT business for Arlington, Va.-based Battelle.

North Las Vegas, Nev. — Qiong Liu, deputy public works director and city engineer, has been named director of the Public Works Department.

PB — Keith Hawksworth, chief operating officer for international operations for the New York-based company, formerly known as Parsons Brinckerhoff, has been named chief executive officer.
