Two local planning groups are recommending that the New York region take a different approach to land use planning. The joint report from the Citizens Housing and Planning Council and the Regional Plan Association suggests that the city should combat high housing costs by focusing on two-family homes, garage apartments and redevelopment of smaller cities, according to The New York Times. The groups also say property taxes should no longer be used to finance public education because that encourages local governments to discriminate against low-income housing.
