Plans for a $16 million community sewer project in the unincorporated community of Lockwood, Mont., are in doubt following a rejection of the plan by the Billings City Council. Members of the Lockwood community had hoped to contract with the city to treat the sewage pumped from the community, but opponents on the council questioned why they should offer the service when Lockwood refuses to be annexed, according to the Billings Gazette. Supporters of the plan say the septic systems used throughout the Lockwood community will continue to deteriorate, causing a bigger problem in the future unless the sewer project is finished.
