A Massachusetts lawmaker says Gov. Mitt Romney’s plan for ending some tolls on the Massachusetts Turnpike could be illegal. Rep. Joseph Wagner says lawyers have told him that part of the plan violates a state law that requires non-toll revenue to be spent on operating and maintaining the turnpike, according to The Boston Globe. Romney’s spokesman says the governor is certain of the legality of the plan, which involves borrowing $87 million against the turnpike’s value to help pay what the Turnpike Authority still owes on another part of the turnpike.
