A Hawaii County councilwoman is pushing an amnesty for owners of homes and farms that were built without the proper permits. Councilwoman Virginia Isbell says she wants to help West Hawaii farmers, 17 of whom were recently denied federally funded irrigation systems because their buildings were not permitted, according to the Hawaii Tribune-Herald. If approved, three bills that Isbell has proposed would waive criminal and civil penalties for residents seeking post-construction permits from Sept. 30 to Oct. 1, 2007, provided the structures are up to code.
