Groups of property rights activists from New York, Chicago and Montana have made large contributions to support an upcoming ballot initiative to limit governments’ right to exercise eminent domain. Supporters of Proposition 90, like New York businessman Howard Rich, say it’s needed protect small business owners and other property owners, according to the Los Angeles Times. But opponents say that a section of the law that requires government agencies to reimburse landowners who say their property value has been damaged by changes in zoning law would hamstring local governments and open the door to billions of dollars in claims.
